Taxpayers are now required to register their books of accounts through the BIR’s Online Registration and Update System (ORUS). The following guidelines shall be observed in the online registration of books of accounts.

First, register online with the BIR ORUS facility at https://orus.bir.gov.ph. After the registration, a Quick Response (QR) Stamp shall be generated upon successful registration of the books of accounts. Taxpayers shall then paste the QR Stamp on the first page of their manual books of accounts and permanently bound loose leaf books of accounts. In the case of computerized books of accounts, the QR Stamp shall be attached to the transmittal letter showing detailed content of the USB flash drive where the books of accounts and other accounting records are stored upon submission to the BIR.

The manner of registering and maintaining books of accounts is summarized below:

  1. For New Business Registrants
  • Manual Books of Accounts - Before the deadline for filing of the initial quarterly Income Tax return or the annual Income Tax return, whichever comes earlier.
  1. For Existing Business Registrants
  • Manual Books of Accounts - Before use of the books
  • Permanently Bound Loose Leaf Books of Accounts - Within 15 days after the end of each taxable year
  • Computerized Books of Accounts - Within 30 days after the end of each taxable year

Upon initial implementation of the online registration of books of accounts through ORUS, taxpayers shall still be allowed to register and stamp their manual books of accounts at the Revenue District Office/Large Taxpayers Division/Office where the Head Office or Branch is registered.
