Issuance of certificate of zonal values of real properties

THE Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular (RMC) 115-2020 on Oct. 21, 2020 to inform concerned stakeholders that Certificate of Zonal Values of Real Properties (certification) shall only be issued by the concerned Revenue District Offices (RDOs) having jurisdiction over the property location. The certification shall be used by the applicant in their transactions with other government offices or private entities.

RMC 115-2020 also clarified that since the certification is not among the requirements in securing the assistance in the computation of taxes relative to One Time Transaction with the BIR (e.g. Estate Tax, Donor’s Tax, and Capital Gains Tax) nor in the issuance of Certificate Authorizing Registration, the same shall no longer be processed for such purposes.

The BIR processing offices shall access the applicable zonal values posted in the BIR website through https://www.bir.gov.ph/index.php/zonal-values.html or by clicking the “Zonal Values” tab under the Quick Links section in the BIR website Home Page. The concerned revenue officer is likewise required to generate a screen printout that will serve as supporting document of the computed tax due for purposes of securing the approval of the authorized revenue official.
