The Bureau of Internal Revenue (BIR) has issued Revenue Memorandum Circular No. 65-2025 to provide clear guidance on the types of Books of Accounts that may be registered by new business taxpayers during the registration process.

Taxpayers applying for a new Taxpayer Identification Number (TIN), or those already possessing one, may choose from the following formats:

  • Manual Books of Accounts
  • Loose-leaf Books of Accounts (LLBA)
  • Computerized Books of Accounts (CBA)

The BIR clarified that those opting for LLBA or CBA are not required to register Manual Books of Accounts. However, they must first obtain the necessary authorizations: a Permit to Use (PTU) for LLBA and an Acknowledgement Certificate (AC) for CBA or a Computerized Accounting System (CAS).

These permits may only be issued after the taxpayer has been assigned a TIN. Therefore, registration of LLBA or CBA cannot be processed concurrently with TIN issuance. Upon approval, the BIR Registration Officer will update the taxpayer’s records accordingly.

Businesses utilizing LLBA or CBA without the requisite permits may be held liable for failure to properly record transactions at the commencement of operations.
