The Insurance Commission (IC) issued Circular Letter (CL) No. 2026‑06 on 11 March 2026, prescribing a Financial Reporting Framework (FRF) for all regulated entities operating Takaful Windows. The Circular supplements Title IX and X of CL 2024‑13 and CL 2016‑65, aligning financial reporting for Takaful Windows with statutory reporting requirements under the Amended Insurance Code (RA 10607).

Definition of Terms
Takaful - a mutual guarantee in return for the commitment to donate an amount in the form of a specified contribution to the participant's risk fund, whereby a group of participants agrees among themselves to support one another jointly for the losses arising from specified risks.
Shari'ah - the practical divine law deduced from its legitimate sources: the Quran, Sunnah, consensus (ijma), analogy (qiyas) and other approved sources of the Shari'ah.
Takaful Window Operations - Shari’ah‑compliant insurance activities carried out by a conventional insurer or MBA through a dedicated “window” or unit that maintains fully segregated funds, records, governance, and statutory reporting in accordance with Islamic principles and IC requirements.
