Amendments to the BSP Regulations on Reserve Requirements and Related Reports
Executive Summary
On 22 January 2026, the Monetary Board, through Resolution No. 33, approved amendments to the Manual of Regulations for Banks (MORB) and the Manual of Regulations for Non-Bank Financial Institutions (MORNBFI). These amendments revise the reserve requirements framework, computation rules, and reportorial requirements for banks and non-bank financial institutions with quasi-banking functions.
The amendments are embodied in BSP Circular No. 1229, issued 11 February 2026, and will take effect 15 calendar days after publication in the Official Gazette or a newspaper of general circulation.
