This Outsourcing Alert is issued to inform all concerned on updates on Philippine Health Insurance Corporation (PhilHealth).
ADVISORY No. 2020-027: Payment of Premium for all Direct Contributors
In these challenging times, PhilHealth is issuing a moratorium on contribution payments for the applicable months of February to April 2020. Payment of premiums for these applicable months shall be extended until May 31, 2020 without interest for all Direct Contributors.
For employers with skeletal workforce arrangement, ensure that employees with no earning or income are properly reported using the RF-1. For employers who have temporarily stopped operations, please submit an electronic copy of a properly accomplished ER-3 to your respective Accounts Officer.

Circular No. 2020-0014: Premium Contributions and Collection of Payment of Overseas Filipino Members
The Overseas Filipinos are classified as direct contributors under the UHC law and therefore, payment and remittance of premium contributions is mandatory.
The premium shall be computed based on their monthly income, to be paid in Philippine Peso equivalent. For uniform application, conversion will be guided by daily exchange rate issued by the Bangko Sentral ng Pilipinas (BSP). After determining the premium contribution, the member has options to pay the annual premium in full or pay the initial premium then quarterly thereafter.
a. CY 2020 is considered as transition year. Payment of Php 2,400.00 shall serve as initial payment. Payment settlement period is one year.
b. By January 1, 2021, the minimum acceptable initial payment is a 3-month premium based on the prescribed rate at the time of payment.
A member who fails to pay the premium after the due date shall be required to pay all missed contributions with monthly compounded interest.
The premium contribution shall be salary-based and shall require submission of acceptable proof of actual income.
Payment shall be made every 3-month, 6-month, or full 120month period. For sea-based OFWs, the mode of payment is monthly by salary deduction by their Manning Agencies/Employers.
Members abroad will be issued a system-generated billing statement containing due premium contribution and interest, if any.
All members are required to update their member record by submitting properly accomplished PhilHealth Member Registration Form (PMRF) as per PhilHealth Circular No. 2020-0001.
